In the novel, we learned that Dexter and Brian are twin brothers. That’s why the blurry photo shows the killer looks like Dexter.
The way the show was done, Brian was introduced with an alias “Rudy Cooper” and started dating Debra. The whole twin brother thing would not work because, Debra is going to notice the resemblance between the Rudy and Dexter.
